Este é o nível de abstração mais elevado na cloud. Permite a utilização de software alojado na cloud, eliminando a necessidade de compra, instalação e manutenção local da infraestrutura subjacente, que inclui rede, servidores, sistemas operativos e armazenamento.

Nos três modelos apresentados o utilizador adquire os recursos à medida das suas necessidades, num modelo pay-as-you-go.
